"In less than four decades North America's fourth largest river, the Columbia, has been changed from a rushing torrent into a thousand mile lake. The dams that made this transformation have been hailed as an outstanding engineering feat, for they have made the Columbia River the greatest producer of hydroelectricity in the world. Now, however, the consequences of hasty dam construction are vividly apparent and the relentless march of progress through the Columbia River Basin threatens to destroy the ecology and what little is left of the heritage of a region rich in history and romance. The contagion of advancement has spread far beyond the Columbia River and now embraces virtually every stream of consequence in the 260,000 square mile area of the Colombia Basin, where there are now approximately 150 dams. The next decade will determine the future of Colombia Basin. Some form of local authority must be developed, to do constant battle with the gigantic bureaucracy of interlocking Federal agencies that now control the Northwest, or in the next few years this legendary land will 'wither into grey conformity and become nothing more than a hallowed memory.'
